inspiral.py, gstlal_ll_inspiral_event_uploader : upload psd as part of coinc.xml rather than a separate file

This reverts commit abd0961a.

I'm putting my foot down:  No more changes to the ranking statistic without agreement from all parties involved.  All changes must be discussed and approved by the authors/maintainers/developers/etc.  That means this patch needed my agreement before being pushed.

lloidparts.py: tweak queue from previous merge. In full-scale offline testing it was found to be just a bit too small

lloidparts: Reduce ram by reducing the queue size and adding some reblocks.  This is the approved (and urgent) part of MR 185

prep to push request_disk addition to master

- when writing triggers directly to sqlite databases, at one step in the process the process ID is potentially remapped and so must be re-retrieved from the output document.  this step includes a typecast to an ilwdchar object, which is now incorrect since all IDs are plain integers.  this patch removes the typecast and the import of the module it required (which no longer exists in the current production release of python-ligo-lw, which is how this was discovered)
