snax.multirate_datasource.py: add queue after whitener to avoid pipeline hanging after segment boundaries

gstlal_snax_dag_offline: skip jobs based on span of features generated, not total time. fix some formatting

lloidhandler.py: check if segment history is available before pushing to kafka, add dq vector gate to SegmentsTracker, reduce queue size for SegmentsTracker.gate_history
