- to inspiral_extrinsics module as instruments_rate_given_noise() - this also fixes a bug in the code used to estimate the number of distinct "bins". the code was computing the correction by comparing the observed counts to the contents of the .rates attribute of the CoincSynthesizer object instead of the .mean_coinc_count attribute.
