iDQ: Add IDQ_OK and kafka message support.

Add the commit that allows for gating of the idq series by the IDQ_OK channel. Additionally support inverse control threshold for use of the FAP series as a gate control.

Add the commits which allow scald jobs to be generated to support sending idq gate messages.
