PyPI dev wheels have stopped after 2023-06-09

@adam-mercer @duncanmmacleod @leo-singer I only just noticed that the "dev" wheels have stopped updating on PyPI after 2023-06-09: https://pypi.org/project/lalsuite/#history - any idea why?

(Today I noticed it because one of my downstream weekly tests failed, with a weird hash mismatch between github's download cache and the PyPI version, for lalsuite-7.15.1.dev20230609-cp39-cp39-manylinux_2_28_x86_64.whl. Not sure if that's just bit rot on github's side, or a further symptom of a PyPI problem that might be informative for fixing it.)

It was due to some syntax errors in the wheels' README file introduced in !2164 (merged).

!2173 (merged) fixes one of those syntax errors.

Ah yes, I had initially misread the commit date as merge date, and just now came to the same realisation that it was this one. Thanks for the quick fix!
