add example python unit test for lalsimulation

Borrowed some code from !1076 (closed) by @duncanmmacleod to implement a basic python unit test, using pytest, for lalsimulation.

The !1076 (closed) merge request is still mostly valid as it contains a unit test that we would like to have but is not ready to merge but that as some redundant commits after this though.
