Update autoconf/automake scripts to address warnings with autoconf >=2.70

Description

!1630 (merged) exposed a number of warnings related to using obsolete/deprecated autoconf macros, this MR addresses those such that lalsuite now properly supports autoconf >=2.70 (which isn't really available anywhere useful yet).
