Migrate gen_timeslides from lalapps to lalburst

Description

This migrates one of the programs from lalapps to lalburst which was in Kipp's original lalburst rewrite but disappeared from the MR eventually merged (!1847 (merged)). This is one of two remaining programs that's preventing gstlal-inspiral from dropping the dependency on lalapps, the other captured in #550.

This is not backwards-compatible as it changes a name of a program (lalapps_gen_timeslides -> lalburst_gen_timeslides), but otherwise the same.
