lalsimulation: fix discovery of python3-embed pkgconfig [simple]

Description

This MR partially addresses #722 by fixing the name of the pkgconfig module used to identify python3-embed.

This should result in macOS wheels automatically including the embedded Python support, but Linux wheels will not. See the discussion in !2229 (comment 896305) for that discussion.
