Build docs with matplotlib < 3.9.0
Matplotlib 3.9.0 added a custom Sphinx role that breaks packages that link against Matplotlib's docs using intersphinx.
Maintenance will be performed on git.ligo.org, containers.ligo.org, and docs.ligo.org on Tuesday 29 October 2024 starting at approximately 9am PDT.
