Gstreamer 1.0: explicitly set audioresample elem params

Patrick Clearwater requested to merge pwc_gst_py_upg_resampler into gstreamer_python_upgrade

It still isn't a bit-for-bit perfect match with the Gstreamer 0.10 version but this seems to be as good as we can get without writing a custom element.

Resolves issue #69 (closed) (for now...)
