The auto formatter merge commits got a little weird, since I believe I accidentally merged my prior merge attempt. Regardless, the actual changes are empty, since we're rejecting any old auto formatting in favour of the new version (there were only minor differences due to either Py3 or yapf version. See !61 (merged) and !62 (merged))
The other change is the graceDB reupload certificate. This change is small enough it wouldn't hurt to combine with others, but the next two are the large array related ones.
There are no builds/tests for this change, but there will be in the followup MRs.
