Gstreamer 1.0: merge !12 into gstreamer_python_upgrade

Note this change is built on !67 (merged). If you'd like to review this in isolation, check the most recent commit.

This catches up with the skymaps py3 change. It's more careful with gobject threads init than code elsewhere, but it may be unnecessary, so I've left a FIXME to try removing gobject threads init entirely.

Like !9 (merged) this change is simple, so I won't do a test run until !13 (merged).
