This allows the waveform generator to be given None for the sampling
frequency and duration (in this state, it therefore can't be used to
generate an injection). Then, when passed to the likelihood, a check if
performed to see if those attributes are set. If they are None, they are
set from the data, and if they disagree with the data, an error is raised.

This updates to an anaconda python image and removes redundant tests
rerunning examples so that the tests finish in a more reasonable amount

- Removes repeated code in generating PSDs from frame files.
- Fixes a few minor bugs elsewhere

Note - this is the default for get_interferometer_with_fake_noise.., not
the default in general.

Makes the options to set the PSD methods. Retains the default behaviour
(will use aLIGO if nothing is set). But now, users must call a
`set_from_` method after initialising the PowerSpectalDensity()`.
