Implement measurement tools

  1. Develop and implement the code to read in measurement data (either from ASCII or DTT .xml file directly)
  2. Perform MCMC on the measurement data to obtain the free parameters (probably use bilby or emcee package)
  3. Perform GPR on multiple measurements together having taken out the known time dependence (use scikit-learn or other package)
