Add igwn-proposed and igwn-testing environments

This MR closes #12 (closed) by patching build.py to make the new code introduced by !600 (merged) generic across the stable/proposed/testing environments.

This will create two new environments: igwn-testing and igwn-proposed. Changes to the documentation to refer to these (see #13 (closed)) is left to another day.
