Visual fixes

Changes:

1. Fix for broken javascript elements for firefox users (#369 (closed))
2. Optionally allow authorized users to mark log messages as public when composing in the browser.
3. Add O4c as an option for queries and on the public alerts page. (Note, this is still an issue)
4. Unit and time zone distinctions for gps quantities (#367 (closed))
