* EM_Selected now indicates completeness, passing less-significant far,
  launches automated alert pipeline.
* EM_SelectedSignificant indicated completeness and passing confident far
  for non-EW events.
* EARLY_WARNING on the superevent indicates presence of a confident
  EW event.
