20-bit SUS DACs at LHO

We need to look though all SUS saturation monitors as now LHO has upgraded lots more SUS to 20-bit. See LHO alog 64636 and LHO alog 64384 and LHO alog 64274. When we update these we should also check to see what MR !102 was going to do to close issue #163 (closed), #167 (closed). Sorry I didn't get this MR submitted yet.
