1) improved legibility in gstlal-ugly.spec.in
2) removed tuple paramter unpacking
3) fixed a print statement

- this fixes a maintainance problem introduced by 70c88cd6 "use private fields in pkgconfig files"

- use `Requires.private` in pkgconfig files to stop forcing downstream
  packages to link against everything upstream
- added `pkgconfig` as `BuildRequires` for RPMs
- bumped required version of pkg-config to 0.18.0

- replace dependency on glue-ligolw-tools with python-ligo-lw now that the
  latter is in production

- add explicit dependence on the python-glue-ligolw-tools package

- switch from glue-segments to ligo-segments package

- reflects as-built changes included in the 1.5.1 packages.

- the detchar trigger generator stuff got moved to gstlal-burst but the
  packaging and build scripts got left with some stuff dangling here and
  there.  this patch comments out the relevant lines rather than removing
  them so that it's easier to re-instate libgstlalugly.so later if needed

- update gstlal-ugly's .spec and debian/install files to account for addition of library code to the package
- alphabetize gstlal and gstlal-inspiral's files
- don't package the /usr/include/ directory, only its contents

 - "gds-dev" --> "gds-devel" in .spec
 - remove multirate's Makefile.in from configure.ac as it's not packaged

- package dependencies change following reorganization of GDS packages
- now require only gds-lowlatency package

- add missing checks for gobject introspection and gtk-doc to gstlal-ugly and gstlal-inspiral's configure scripts
- add requirements to spec files

- don't need to list cyrus-sasl in our .spec file

- RPM-based reference platform can now be relied upon to provide a new-enough doxygen to build the documentation
