test_hwinject.sh: kill lalpulsar_hwinject on walltime instead of CPU time

Description

Unfortunately !1934 (merged) didn't quite solve the issue of hanging jobs (#575 (closed)), so here's another go:

  • ulimit -t measures CPU time, no effect if process isn't consuming CPU cycles
  • Simplest/most portable way to get a walltime timeout is to use alarm()
  • Use perl to set a 60-second alarm() then execs lalpulsar_hwinject; alarm() will raise SIGALRM which (uncaught) will kill lalpulsar_hwinject
