test_hwinject.sh: kill lalpulsar_hwinject on walltime instead of CPU time
Description
Unfortunately !1934 (merged) didn't quite solve the issue of hanging jobs (#575 (closed)), so here's another go:

ulimit -t
measures CPU time, no effect if process isn't consuming CPU cycles - Simplest/most portable way to get a walltime timeout is to use
alarm()
- Use
perl
to set a 60-secondalarm()
thenexec
slalpulsar_hwinject
;alarm()
will raiseSIGALRM
which (uncaught) will killlalpulsar_hwinject
