https://github.com/astronomy-commons/adc-streaming/pull/62 was
merged upstream and is in a release, so we no longer need the
monkey patch.

Switch from deprecated `python.version` key to new `build.style.tools`.

Also, specify ubuntu-22.04 as the operationg system for readthedocs.
This should fix the Readthedocs build, which broke several weeks ago
when ligo.skymap updated the manylinux version used for wheels.

- Set random seed to ensure that results are reproducible
- Set max points to thin samples before processing

* EM_Selected now indicates completeness, passing less-significant far,
  launches automated alert pipeline.
* EM_SelectedSignificant indicated completeness and passing confident far
  for non-EW events.
* EARLY_WARNING on the superevent indicates presence of a confident
  EW event.
