Update function LALStringToGPS to XlalStrToGps

James Alexander Clark PhD requested to merge james-clark/bayeswave:LALStringToGPS-to-XLALStrToGPS into master

The function to parse GPS trigger times from the command line has been deprecated for some time and was recently removed in lalsuite!817 (merged). This merge switches BayesWave over to the new function and is required to build BayesWave against LALSuite master.

Additional fix to --help output to update to CamelCase executable names.
