gstlal_inspiral_marginalize_likelihood: make this program work even if both ranking data and coincparams are not available

- add --scatter-log-lambdas command line option to select which ones to show

remove bin-by-aligned-spin option to plot_sensitivity. this option can
break things if the injections don't have spin. this should be fixed
in plot_sensitivity, but for now we just disable the feature here to
prevent dags from crashing.
