inspiral_pipe.py: fix issue with generating dtdphi map with multiple dtdphi files when generating reranking DAG

inspiral_pipe.py: fix issue in accessing svd node properties in marginalize_layer() causing issues with DAG generation

gstlal_inspiral_rerank_pipe, inspiral_pipe.py: fix some leftover issues/missing opts causing problems with DAG generation

inspiral_pipe.py: add load_analysis_output() utility for reranking dag, allow more flexibility in get_bank_params() and marginalize_layer()

consolidate DAG classes from inspiral_pipe.py + dagparts.py (e.g. generic_node) into dagparts.py, move non-specific inspiral functions from inspiral_pipe.py to dagparts.py, changes reflected in several dag generation execs

inspiral_pipe: convert infinities to something that follows the T050017 spec... FIXME this is not ideal...

- move segment boundary logic from calling codes into this function

- a variety of import related adjustments and fixes

inspiral_pipe.py: allow for linearly varying ht-gate-threshold
based on max mchirp for a given bin

gstlal_inspiral_pipe to inspiral_pipe.py

create injection-only dags. In the process of merging these two programs, a
recently-introduced bug was discovered and fixed in gstlal_inspiral_pipe that
resulted in injection files being assigned likelihood ratios computed from the
wrong background. This bug was probably introduced in commit
5cdc0e0e

by prog will now be stored in prog/XXXXX/YYYY, where XXXXX are the first 5
digits of the GPS time and YYYY is the mass bin.
